This is a clear testimony that family planning has not yet gained momentum in rural areas of India in spite of spending huge amount of money on this count. Panchayats must conduct door-to-door campaigns about family planning and the efficacy of birth control. Contraceptives should be made readily available. Development will be a distant dream unless growth of population is checked.”
